Following is substance of Yunnanfu telegram No. 34 to me

repeated to Burma.

Acting Consul General was approached by Carlowitz Agent regarding importation into China of munitions of war via Burma. Agent pointed to refusal of French authorities to allow transport of other than certain French materials by the French railway and enquired whether His Majesty's Government would raise any objections

in regard to the Burma route.

Acting Consul General replied that the question had not arisen, but that as far as he knew provided that Burmese Government were satisfied that munitions were covered by Central Government permit

there would be no obstacle,
